Vive Pro 2 Stuttering

Having trouble with the vive pro 2 stuttering badly at random even when I’m running locked framerates of 45/90 or 60/120. This stutter does not happen if I just play SteamVR games. It only happens in vorpx. Things I’ve tried.

Steamvr Beta
Vive Console Beta
All the vive console display resolutions
Steam VR down to 20%
Game settings down to low and 720
different async settings in vorpx on/off, fluid sync on/off etc.
vsync on/off
closing all monitoring and background programs that are unneeded for this testing

I have a 3080ti, 8086K @ 5.1ghz, 32GB of 3200mhz ram and NVME M.2 Storage.

Forgot to add. I also updated my motherboard BIOS.
I unplugged all USB devices as well.

The only thing I have not tried is older Nvidia drivers as there are quite a lot of them.
